The prefatory comments not that the "...purpose of this study is three-fold: first, to furnish the new City Manager with an outline of the present administrative structure of the City of Golden; second, to evaluate the procedures used in the city and to suggest changes that might be made to improve the efficiency of the city government; and, third, to present to the residents of Golden an analysis of the operation of the various departments of their city..." Binder's ticket of Dieter of Denver Colorado on back endpaper and their small bookmark laid-in.
